CITY OF POINT PLEASANT
April
15, 2003
The
Common Council of the City of Point Pleasant, a municipal corporation in Mason
County, West Virginia, met in Special session at the City Building, 400 Viand
Street at 7:00 P.M. on Tuesday, April 15, 2003.
The
following were found present:

The
meeting was called to order by Mayor C. Edward Woomer who led Council in the
Pledge of Allegiance to the Flag. City
Clerk Marilyn McDaniel led Council in prayer.
A
Waiver of Notice is attached to this set of minutes. The purpose of the meeting was:
(1)
TO RECONVENE THE RECESSED MEETING OF APRIL 7, 2003, FOR THE LAYING OF THE LEVY
FOR FISCAL YEAR 2003-2004;
(2)
TO DISCUSS AND TAKE ANY NECESSARY ACTION ON A PROCLAMATION FOR MUNICIPAL CLERKS WEEK;
(3)
TO DISCUSS AND TAKE ANY NECESSARY ACTION ON THE MEDAL OF HONOR PARK; AND
(4)
TO DISCUSS AND TAKE ANY NECESSARY ACTION ON CITY INSURANCE.
James
Wilson moved to adopt the Levy Order and Rates for property taxation as per the
approval of the State Auditor of West Virginia of the Levy Estimate (Budget) for
the fiscal year beginning July 1, 2003. Kevin
Nott seconded and the motion was unanimously approved.
James
Wilson made a motion to adopt a PROCLAMATION as presented by Mayor Woomer, to
proclaim the week of April 27 - May 3, 2003 as MUNICIPAL CLERKS WEEK in the City
of Point Pleasant and further extends appreciation to our Certified Municipal
Clerk, Marilyn L. McDaniel. A copy
of the PROCLAMATION is attached as part of these minutes. Ronald Kapp seconded and the motion was unanimously approved.
Ronald
Kapp presented copies of the Plans for the MEDAL OF HONOR PARK to Council for
their review. The park will present
no obstructions or limitations to the persons living behind the park. It will include a marble centerpiece with a plaque listing
the six Mason County Medal of Honor winners and will also include benches and a
sidewalk trail. Construction will
be in three (3) phases – centerpiece, sidewalks, trees and shrubs (John D.
Craddock memorial). City employees
will do the concrete and ground work. Bricklaying
will be contracted out. Kevin Nott
moved to approve plans. Motion was
seconded by James Wilson and passed unanimously.
Ronald
Kapp made request to have Mayor Woomer apply for a one-year extension of
contract project number 02LEDA0225 Veteran’s Park between the West Virginia
Development Office and the City of Point Pleasant to cover the period July 1,
2003 through June 30, 2004. A copy
of this request is attached as part of these minutes. Kevin Nott made motion which was seconded by James Wilson and passed
unanimously.
Ellen
Potter of Village Insurance was present to discuss City’s liability insurance.
Upon
motion by James Wilson, and seconded by Ronald Kapp, Council unanimously moved
to go into Executive Session to discuss financial and personnel matters.
Kevin
Nott moved to go out of Executive Session. Ronald Kapp seconded and the motion was unanimously approved.
Upon
motion by Ronald Kapp, seconded by Kevin Nott, the meeting was adjourned at 8:00
PM.
